13. The Lictor of Thrax

Held in a cell for ten days, Severian reflects on his actions and assumes that he will be sentenced to death.  Master Palaemon summons Severian and relays the guild’s judgment.  Although most members believe he should be executed, the Masters decide to spare Severian.  They believe that killing him would discredit the Order.
